Victorian Premier John Brumby on Thursday proposed an alternative plan to the Prime Minister's idea of gaining 30% of the GST revenues and give funding control to local hospital networks. The Commonwealth proposed to cover the entire bill for primary health care and pick up 60 per cent of the tab for public hospitals.
