A new database operated by a New York nonprofit will help insurers determine their rates for out-of-network care and give consumers a heads-up on what to expect their policy to pay when they seek such care, the New York Times reports. The program, which will be operated by the new nonprofit FAIR Health with support from Syracuse University and other states universities, was announced Tuesday by New York Attorney General Andrew Cuomo, whose office investigated the insurance industry's existing out-of-network pricing system (Abelson, 10/27).

Rodent studies, for example, have shown that chronic alcohol consumption for six months or more can produce permanent deficits and neural damage. A rodent study in the June issue of Alcoholism: Clinical & Experimental Research is the first to show that continuous drinking for as little as eight weeks can produce deficits in learning and memory that last up to 12 weeks after drinking stopped.

New approaches to treating amblyopia

Amblyopia, commonly known as "lazy-eye," has been classically treated by patching the strong eye to force the weaker eye to be used. However, the concept of binocular dysfunction, in which the brain suppresses the image from the weaker eye in favor of the stronger eye, has motivated new approaches to amblyopia treatment.
