A new study from the National Governors Association and the National Association of State Budget Officers paints a mixed picture - at best - of state budgets.
"In pursuing his proposed overhaul of the health care system, President Obama has consistently presented himself as aloof from the legislative fray, merely offering broad principles," The New York Times reports.
A team led by scientists at The Scripps Research Institute (TSRI) has received a grant of more than $13 million from the National Institute of Allergy and Infectious Disease of the National Institutes of Health to study antibodies to the human immunodeficiency virus (HIV)-which will play an essential role in the creation of any effective vaccine against HIV.
When Republican lawmakers created the Florida Health Choices program in 2008, they billed it as a way to deregulate the health-care market for small businesses. Two years later, Florida Health Choices has still not started offering coverage, and its leaders and lawmakers face a philosophical choice that could determine whether the program survives.
