State highlights: Calif. gov. signs rural telehealth bill; Louisiana's ex-health secretary indicted

States around the country are taking advantage of a once little-used policy that allows them to bill Medicaid for the healthcare expenses of prisoners who leave a correctional institution for treatment. Since 1997, states have been allowed to bill Medicaid for the care of inmates who required treatment at a hospital or nursing facility for longer than 24 hours. The provision has drawn new attention this year as millions of Americans, including those serving time in correctional institutions, have become newly eligible for Medicaid under the Patient Protection and Affordable Care Act (Dickson, 9/23).

New book on hemophilia, unintended consequences of medical progress

The Bleeding Disease: Hemophilia and the Unintended Consequences of Medical Progress (John Hopkins University Press) is the new book by NJIT Associate Professor Stephen Pemberton. The book recounts the promising and perilous history of medical and social efforts to manage hemophilia in 20th-century America.

Measles infection in early childhood could contribute to later COPD

In a new Respirology study, having measles—a highly contagious respiratory infection—during early childhood was linked with an increased risk of developing chronic obstructive pulmonary disease in middle age, but only in adults with asthma and a considerable history of smoking.

Insect-borne diseases increase with warmer climate

Insects, such as mosquitoes and ticks, are responsible for transmitting a range of diseases, such as malaria, chikungunya, dengue fever, and West Nile virus. The risk of contracting such illnesses is generally only considered when booking an exotic holiday. However, experts from the Emergency Response Department at Public Health England have warned that climate change could allow such vector-borne diseases to emerge closer to home.

Secondary Speckle Sensing Microscopy may rapidly and accurately diagnose malaria

Correctly and quickly diagnosing malaria is essential for effective and life-saving treatment. But rapid detection, particularly in remote areas, is not always possible because current methods are time-consuming and require precise instrumentation and highly skilled microscopic analysis. Now, a promising new optical imaging system, described in a paper published today in the Optical Society's (OSA) open-access journal Biomedical Optics Express, may make the diagnosis of this deadly disease much easier, faster, and more accurate.
